I'm on my other PSN account for this one. Big tip, glitch, whatever. If you buy the shifter kart and rebuild the engine immediately, you pick up an extra 8 PP. Since there is no PP limit in these events, that extra PP just might help anyone who's having a problem. On Brands Hatch and Streets of Willow, all the karts pass you at the start so something is up with the AI here. Adding 8 PP might even things up a bit.
